J E Sawyer did a video discussing the development features in Fallout: New Vegas’s environment and character design.
He brings up the idea of making distinguishable landmarks to point out important locations and make the player want to investigate (such as Helios One and Novac), the ideas for different Vaults, and talks about aiming the Companions at representing previously unexplored aspects of various factions.
He also said this on his Formspring:
He’s usually pretty quick to shoot down odd suggestions or explain why something is a bad idea, but he didn’t talk about whether it makes sense with the multiple open endings or anything, he just said he’d like to. Aww.

I started this months ago just as a way to roll together a few emotionally charged ideas I had floating around. I never thought it’d be this big of a project but I ended up taking it rather seriously.
It was a lot of fun to do. I hope some people at least find it as interesting to read as it was to write!

The Yes Man Companion Mod!
Now you can bring your lovable robot underling with you wherever you go! Show him the world, take him to a casino, or just use him to blow up radroaches with his onboard M-235 missiles launchers.
Developed by Lady Swillmart and myself (she did all the hard bits), Yes Man is fully voiced for every occasion and comes with a companion perk. He’s quite big and has a little trouble with small doors, but he’ll manage eventually. Don’t worry about getting him blown up, he can’t die! He’ll just respawn for you and wait to be taken on another adventure.
If you notice anything wrong, don’t hesitate to contact either of us and we’ll try to fix it.
I didn’t even cheat this, there’s a cliff near Searchlight Airport where you can just wander past the arbitrary invisible map wall. I didn’t realise I’d gone outside the boundaries until the terrain started getting all repetitive.
I actually find these areas super creepy. The all-alone-in-the-desert background music suddenly makes everything tense when you’re in an area you were never supposed to go. And they’re so goddamn big. Just blank space. Huge filler to trick the eye into believing in the vastness of the world.
Yes Man’s dialogue is finished! Just doing some bugfixes/tweaking and then Lady Swillmart can take him back to iron out the rest.
Originally it was planned that Mr House could be seduced (presumably only by female characters). If successful in some sort of speech challenge, the player would be told to enter the secret area of his penthouse and enter some kind of “scanner” (to perve over the player’s body - or more likely according to Raul - brain?). It’s not clear what would happen next, but presumably the idea would be that it would let the player enter his secret area (fnar!) without setting off the alarm like usual. This is detailed in Mr House’s dialogue script:
int seduction ;1 = House has expressed interest, 2 = invited to secret area, 3 = has been scanned
There are also blank placeholder dialogues for this scene, but they contain no actual dialogue (“Scannerafter”, “Scannerbefore”). This likely ties in with Raul’s dialogue if you ask him about Mr House. He says House used to “scan women’s brains” and “make them dress up in different clothes” in lieu of actual err, sexual acts - this is probably exactly what would have happened in this sequence.
VStripSS1 (girls in fountain scripted scene) has lots of unused dialogue. A lot of them are simply different takes of the same dialogue, while others are unique (such as one girl asking a securitron “where is your friend sexy Vic?”).
I like that the first thing I did with Yes Man as my companion was to get him set on fire
